Richard Werner warns that CBDCs (central bank digital currencies) aren’t just “new money” — they’re a structural rewrite of the financial system. His core claim: a CBDC effectively turns the central bank into a direct competitor to commercial banks, because citizens could hold accounts with the central bank itself.
Werner argues this creates a built-in crisis dynamic: in any panic, people would likely move funds from banks to the perceived “safe haven” of the central bank — accelerating a bank run and potentially gutting the traditional banking system. He says the result would be deeper centralization of finance and political control.
He also warns that a CBDC could be programmable, enabling restrictions such as what you can buy, where you can spend, and by when — potentially enforced through AI-driven rules. In Werner’s view, that’s not modernization; it’s a pathway to algorithmic governance over everyday life.
