“Voluntary” War Bonds… Until They Aren’t? | Richard Werner

He argues governments and/or the ECB may encourage banks to steer lending toward defence-related sectors, while institutions like the European Investment Bank rely heavily on bond issuance sold into markets. Werner says the “moderate” route is to persuade citizens to voluntarily channel private savings into war bonds, using interventionist carrots: tax incentives, higher coupons, or other benefits. But he warns that if public demand is weak (because people prefer liquid savings), voluntary schemes may be politically tempting to turn into mandatory participation. He adds that such measures, taken together, could accelerate the case for CBDCs, which he portrays as a powerful control instrument — and argues public resistance is crucial because, once introduced, it may be extremely difficult to reverse.
